1999 Dodge Caravan seat belt alarm

The seat belt alarm goes off even though seat belt is fastened.  In test mode
before starting engine the seat belt light is last to go off  and it will go ding
and after 15 seconds start a rapid alarm.  When the engine is started and belt
fastened  it will also start ringing.  I hear a noise under the passenger side
dash a whiring sound.  I do not see Airbag light come on.

look for a wire jack disconnected under front seats , the belt tip connects or disconnects the two wire line from under seat ,

I disconnected the jack under the drivers seat and it did not fix the problem. The alarm on starting up continued to chime after being started. In test mode the seat belt light was the last to go off.

I am beginning to think that the alarm may be signaling that the air bag is not charging as I dont see that light activated. Any thoughts.
