Why won't my quadrajet open up on rebuilt Chevy small block

yes tennis shoes remembers the good old days , that choke spring has to let the rod drop all the way down freely from the opposed side and release the lockout lever .or just remove that garbage and don't nail it till it warms up to eliminate stumble
