I was driving and battery light came on then
car stalled now I won't even jump start what
should I do is engine locked up

Did you replace battery? Could be bad. Sometimes jumping a bad dead battery will not start the vehicle. Start by making sure you have a good 12v battery. Then check connections and make sure there in contact and terminals are not loose. If all good try and turn crank by hand or tool and see if motor still turns over.
