If you put the key in the ignition and move the wheel, although it is locked, a little way to the left or right, it should release the wheel lock and the car will start.

Nothing in this blog. Nothing on you tube helped me. I had to figure it out for myself. Then I did. The problem is. There is a spring loaded needle pen that rides on the outer cam of the ignition cylinder. Over the years. It creates a groove so deep that the needle pin gets stuck in it. So I took off the top and bottom plastic. On the column. Then I took off the chip sensor. This enabled me to get my vices gripes and turn it to the position that enabled me to get the key and cylinder out. I then used a file to filed enough groove away so that the needle pen would not get stuck anymore? I put a little bit of grease on the outer cam where the needle pin rides on. I put everything back together. Problems solved.
