tail lights wont turn off

if your sure its not the brake lights then try and wiggle the turn signal switch around/up and down and see if the bulb changes/flashes at all...also spray some wd40 onto the switch and Turn Signal Assemblies and work it in and around..if no change than the lights witch assembly is bad..

Check your Brake Pedal Position Switch. It's a plung-type switch on the brake pedal lever, just follow that until you find it. Yours might have been kicked accidentally and is no longer contacting the brake pedal so it's always on.
