The bulbs are two way so while the turn signal portion still operates the brake portion of the bulb might be burned out. Just pop by an auto parts store and ask them to check the bulbs. If the bulbs are good, it could be an electrical issue, has any work been done to it recently?

If bulbs are good, look to the switch attached to your brake pedal mechanism. They go bad too and are easy to change. It is a plunger type switch attached to the frame that allows current to pass to the lights when the brake pedal is stepped on.
