Your cables and/or parking brake mechanism have rusted from age or lack of use. Take it to a mechanic (or do it yourself if you have the know-how) and check out the cables and mechanism, and replace parts as needed. To get the car to move again in the mean time, you'll have to manually back off on the parking brake adjuster. If you don't know how to do this yourself, get a mechanic or a friend that REALLY knows cars. If that fails, you'll need a tow to a shop.
