Can the insert to the water pump go bad and still be able to turn

It's been over heating removed the
thermostat and is still over heating new
resvore will the water pump insert solve my
problem

I don't know what insert you are referring to but it sounds like the water pump needs to be changed. Put in a new thermostat also. When refilling, open any bleeder valves on top of the engine until coolant comes out, then close it, then top it off. Then purge the cooling system from air pockets after that.
