put in new forward drum,clutches,steel,and seals completlt rebuilt including sensors could it be ecm

Unless you know exactly what you are doing, with experience, rebuilding a transmission is not a do-it-your self thing. If you do, great! But you started by saying "had trans rebuilt"..so if you had it done at a reputable transmission shop, it should go right back. I love the Aamco commercials: "half the vehicles brought in do not need a new transmission" which is double-talk for "half the people that come in here we hit you up for a new transmission. Anyway, take it back post haste.
