I have replaced the fuel pump but still will not turn over it will start with fluid till it runs out please help

Carburetor float may be stuck Tap it with a screw driver handle ... if that doesn't work you have to take the top of the carb and check the fill orifice controlled when the float goes up and down (sort of like a toilet float when it opens or closes the water in the tank)
