Opel Corsa temperature gauge stays cold?

Hi I have a 2007 Corsa utility 1.4 my problem is the temperature gauge stays cold most of the time.I replaced the thermostat with a new one but still the problem wont go.However whn the car is on idle or im driving in an urban area the temperature goes up to the midle can you please tell me what could be the reason for this.
