What repair is needed?

Car will not turn over, even with a new
battery and alternator.

If it won't start with a new battery fully charged, it must be the starter. You can "thump" the starter with a block of wood to see if it will go one more time. To verify the battery is not at fault, see if a jump start works. There is also the solenoid, a switch, but that is considered part of the starter.
