Where is the main/fuel pump relay on a 1994 acura legend/? its not in the main fuse box

I looked underhood, popped the cover off the main fuse box, but none of the
relays in there were big enough. There is a covered panel right next to it that
looks like a cable connects to it; I need a socket/ rachet to remove - is this the
right panel?

The relay is located right above the hood release latch behind the panel under the steering colum remove panel by taking out three screws.
