My car is cutting off at red lights or when declined
in speed put new starter and alternator any help
pleases

Check for vacuum leak and if vehicle is an automatic check for bad torque converter clutch solenoid.

Not typical of an electrical problem requiring a new starter or alternator. Probably a fuel delivery issue or, as firebird338 said, a vacuum problem. Have it scanned for failure codes.
