98 ford ranger

5 speed stick, engine speed raises when coming to
a stop. It seems  to do it more in very cold weather
and after the engine has warmed up.  I also noticed
if I use put the truck in neutral and come to a stop
the engine doesn't race. When I push the clutch in
time engine races. Ever hear of this before, I hope
you have.

scan for codes, clean the throttle body and check for vacuum leaks. could be tps or something, but there should be a code.
