Why my 1999 honda accord  ex won't trun over after I
replaced my transmission

Just have to go over your work, check that all plugins are together, make sure battery connections are good, and you may have to reset the security system.

It does sound like you just overlooked a wire or some connection when rehooking everything after the swap out, you also could have popped a fuse or fusible link somehow as well. Please let us know what you find.
