Overheating

Have a 2000 deville base. It overheats, but the fans don't come on like they
should. There is no water coming out of the Exhaust, oil cap isn't milky. The
coolant is brown, but no oil smell. What could be the problem?

Sounds like you vehicle needs an engine and radiator flush. Also have the thermostat changed out. And the fans need to be working.

there's probably a temp. sensor near the thermostat you could replace also , then the fans might come on ,preventive maintenance pays off .
