my bug was running fine i pulled all the fuses and checked them and now it
will turn over strong but will not start

"If it aint broken don't fix it". All I can think is that when you put the fuses back maybe you place one or more in the wrong place. Double check each one, carefully, following the location and amp requirement in the fuse box top, owner's manual or technical manual. Do it, even if you are "sure" that you did it right, I say this from personal experience. If still the car won't start, maybe the fuse box was damaged in the process, unless, you went ahead and tried to fix something else.
