I own a 1997 dodge 1500 ram with a 3.9 engine in it.  I am a first time owner of dodge
trucks.
My transmission is making a real loud whinney sound when driving, if I heard it when I
was testing it  out, would not of bought it, but anyways, when I go into a tunnel, or a
highway section with high cement blocks, that is when I hear the sound.  Shifts fine and
truck runs great, so wondering if I need a new tranny and if so, what vehicle years am I
able to buy from and also if a tranny from a v8 will fit on my v6.

That loud whine is probably your fuel pump if it had been trany there would be more audible grinding and growling. I have been a faithful Mopar owner my whole life as well as spent a day or 2 in a trans shop. And no a trans from say a 5.2 or 5.9 wont fit but one from the small 4.7 will.
