Overheating

My 2004 jeep Grand Cherokee has been
overheating. When I first start it it takes only
a few minutes to start climbing above it's
normal 180. I turn the heater on full blast
and it starts to go down but I'm getting cold
air through the vents. Also when I drive
down the highway at 60 it also goes down
but with the heater off. As soon as I stop my
temperature starts to rise and there's
something under my hood that just sarts to
whine and when I turn it off that something
makes a real bad buzzing sound and
dissipates. What could be causing the
overheating and the buzzing?

Are you leaking coolant? Thermostat could be sticking, cheapest thing to start with, just bleed the system good after.

Sounds like the cooling fan is not working or coolent temperature sensor is bad. Also may want to spray out radiator and condenser coil maybe clogged with dirt and bugs causing little to no air flow.
