Overheating

I have a 2003 Jeep Grand Cherokee and it begins to over
heat at a standstill. Will go all the way up to 260 if sitting
for more then 5-10 min. I've had the relay, fan motor, and
fan all replaced. If I turn the defrost on high and drive it
goes down relatively quick. The coolant never bubbles
over. What is the problem.
