Brakes Jeep Grand Cherokee 2000

Brake pedal goes all the way to the floor
when car is on. When car is off the brake is
hard again giving a lot of push back. Is it
the master cylinder?  Why is it normal
when the car is off?

Sounds like you have a bad brake booster or air in the braking system. Have you had any brake work done recently ?
