What car is this?

Could be a 30's french car.

Yes F-O-R . It does look like a French designed body that may have been commissioned by a rich Englishman who had it put on a British chassis (note the right hand drive and the U.K. plates). This was quite common for the 1930s so we may never know without checking all the body designers of that era and that's just too much work. Thanks.

The problem with these old French cars is they are all pretty much unique. I have seen a lot of them in museums.
