2020 Hyundai Accent engine over rev

Engine revs do not drop right away when shifting 2020 Hyundai
Accent manual transmission even when I take my foot completely
off gas pedal. The over rev can be very excessive depending on
how fast I wish to accelerate. Like in traffic. Making upshifts very
jerky and difficult to match engine revs to the gear selected.

I have gone round and round with the dealer with no satisfaction. I've written to Hyundai corporate with no satisfaction. Both hide behind the Covid pandemic. So with all the BS over the past year or so I've come to the conclusion I will have to fix it myself. Trouble is I don't know what to fix.

Scan for codes and see if anything shows up. Your car probably has electronic throttle so check that.

Electronic throttle? I'm in my 70's and don't know how that works. Is there a fly by wire sensor? Or is it already pre programmed in the ECU? Can I put in a chip from some other car or a performance chip? Can I disconnect a wire somewhere? It is so bad that if I floor it in 1st gear (or any other gear like needed in traffic occasionally) then push in the clutch to shift up the engine goes to redline even if my foot is off the gas pedal. Car has less than 7000 miles on it if that makes any difference since someone said the ECU has to learn how I drive.
