tail lights dont light up,brake lights work

Most likely, it's a blown fuse. You'll find a map to the fuses inside the fuse box covers. But as the car's nearly twenty years old, if the fuses are OK, it's likely an electrical ground problem at the tail lights. Maybe a rusted out wire or corroded sockets.
