2006 E-350 Brake lights blink without depressing the pedal.

This happens whether anyone is in the vehicle or not.  If it happens while the cruise
control is on, it turns it off.  It is sort of spooky at night when the van is parked and locked,

I agree. Or if it one with the rubber grommet in the pedal. It could be loose or missing.
