Engine sputtering

My 2000 neon runs fine when first started
but once it is shut off and then restarted is
when it stats to sputter and act out seem to  
be worse at low rpms sometimes if I
peddle it it will straighten out and run
smooth other times it down shifts really
hared and screams

go and check the fuel pump and the fitter and check if the car shake sometime.if it shake you can check the coils and also check the nuzzle.thanks
