2001 Olds Silhouette both fans behind the radiator are not moving. Why is this

The two fans that are behind the radiator are not running and the anti freeze was low. It
started stalling. overheating.

Check The relay's and fuses! I swapped mine with Other relays and they Still did not work! So I hotwired the fan's to the battery and they both worked but I'm still unable figure out what's wrong with mine! Must be in the contol circuit before relay's!
