my son's 1998 eclipse 2.0 non turbo will not start. I replaced starter and battery. when key is turned you can hear starter solenoid click. the car can not be jump started? what else could it be?

1998 2.0 non turbo will not start. starter and battery have been replaced. the starter solenoid clicks when key is turned.

I fixed the problem. There is a cromet that fell out of upper arm of clutch pedal. Which activated the neutral safety switch.
