I have a 2004 Mitsubishi Galant starter has been rebuilt and put back on it it engages but won't start what would be the problem

I have a 2004 Mitsubishi Galant ES except for
seven months because the tag was out once I got
the tag brought up to date I went to get it to bring it
to my apartment and it was hard to start we
jumped it and got it started I drove it a couple of
times then it wouldn't start I was told the starter
was out so I took the starter off and had it rebuilt
and put it back on you can hear it engaging and the
battery is charged the radio comes on and the
windows go down but it won't crank over or start
also after it set for a while when I went to drive it
everytime you push on the brakes the dash light
comes on what would cause it to do this

Your problem isn't the starter. You have a parasitic drain, and you need to start with the brake circuit. Google or YouTube how to troubleshoot it. You will need a multimeter.
