I own a manual 1991 Mercury Capri. When I am stopped on a hill (at a ight, for instance) and have the clutch fully depressed, my car does not roll when I release the brake. Is this a safety feature, or do I need to have it looked at by a mechanic?

I would not suggest that you try experimenting with this on the street. My suggestion would be to try this at home if you have a reasonable incline available. It appears, to me, that the brakes might be holding somewhat which could cause pre-mature brake failure.
