heater only works when driving 70-mph

1995 mercury villager or Nissan Quest, heater blows cold air unless driven at
high speed, please help.

my 99 villager has the same problem. I have to drive cold untill I can cruize at 30 or higher then some water apparently gets through there. I am nervous about doing a flush because ive been warned 'anything that was wrong water will then be springing from everyplace" I think the heater core is obstructed likely from using stop leak. If I do a flush will it be a catastrophe? could that alone help the heater start working?
