Car won't start

Van won't start but makes a whistle noise when
cranking it.  And everything else works.

I'm having the same problem with my 01 Grand Marquis. Changed fuel pump, filter & cam sensor. Have 45-50 psi fuel pressure & spark at plugs. Any & all help would be appreciated. Thanks
