Key will not turn off

I have a 2003 Kia Rio.  The ignition key will not turn off all the way and cannot be removed. Any suggestions on what I can check?

After doing some reading try to remove the trim from around the steering column and they are saying that you will see a brass pin near the tumbler with a small pin or very thin object depress the brass pin while turning key, Hope it helps...
