Opel corsa classic 1.6 idling problem

My opel has an idling problem, the revs go up to
between 1500 and 2000 revs when it's in neutral or
when one steps on the clutch to change down

Hi ive cleant the idler valve & after two days back to the same prblm where it over revs & sometimes the rev normal,what can be the problem

Im sure the idler valve is faulty and need to be replaced
