my 1999 ford ranger 4x4?

ranger has manuel trans 4.0l engine, when switch the 4x4  selecter switch on
the dash from 2wd to 4x4high or 4x4low it makes a clicking sound and the
dummy lights on the instrument panel flashes on and off severaj times in a row
4x4high and 4x4low at the same time but 4x4 does not engage, what could be
the problem?
