Starting problem

1986 Dodge 360 on;y c;icks once when I try to statr it.

Battery is fully charged and verified. I shorted the battery terminal with the solenoid and even though it sparked, the starter did not turn. Sounds like a starter. I did not have the key on. What do you think ?
