Probably held in with double stick tape, it will also be a big PITA to get off without bending it. Try using blue painter's tape to mask off all around it, then scuff off old finish, prime and repaint. Or just peel off that black finish and polish it and not bother with painting at all. If you have to remove it, try some paint-safe solvent to loosen the tape.
