I would like to install a 76
Pontiac 400 instead of the
5.7. How difficult and costly
would it be ? Has the
6speed manual trans.

Very! Many issues with wiring, sensors, anti-smog components, computer, etc. Using an older block like this may sound like fun but you will probably regret it. It may be easier (and possibly cheaper) to add a turbo or supercharger to your 5.7.
