DashBoard and low beam light not working.

I have Honda 1990 accord before two weeks my car was stolen, after I get it back they took the radio and destroy my key ignition. so I replace my key ignition everything. and now the car run great but now the dashboard and the low beam light is not working but the high beam works, so I try to change the light of the low beam but still the problem is the same. what could be the problem.

Sounds like a fuse could have been blown when they damaged or repaired your car, either when they took the radio or damaged the ignition or when the ignition was replaced. It could also be a bad relay. I am attaching a JPG File for the fuses & relays under the engine hood & under both sides of the dashboard.
