1996 Honda Accord brakes

I recently replaced the brake calipers and rotors on
my Honda. After bleeding all the brakes twice, the
brake petal still has loose pressure but after
constantly pressing it slowing but surely builds a
little pressure allowing me to stop.

You likely have a bad master cylinder. A leak in the cylinder/seals there would prevent you from building up proper pressure. I would first make sure you have full fluid level and ALL air out. If you do replace the master make sure to bench bleed it first.
