I have a 2004 Honda Accord Lx, and I want to put
2006 19 inch infinity rims on it, which
are.....5x114.3....19 x 8.5 5 double spokes,   regular
manufacturer size is 16 on my Honda....Is it safe?

Yes you can as long as it fits, but note that altering your vehicle's tire size can affect speedometer and odometer accuracy and put a little more wear and tear on the motor and transmission.
