why won't my photo show right side up?

How come my primary pictures shows as sideways or upside down?  I have
tried several picture with the phone in different directions and they do not
show right side up no matter what.  I can not rotate the photo in preview and
do not what to pay for a photo that is not right side up.  Can I rotate the
photos before finalizing the post?
