what wrong with my 2014 buick regal

so I am trying to pass smog and everything is ready except for the oxygen
sensor ( not the heated one) the car has been driven over 100 miles I have
notice on my scanner the oxgen read on the low end of the graph and it tends
to flatline  at times could it be a vacuum leak and who can help me fix this issue

If that's the only readiness monitor not set and you have no trouble codes stored in the computer you will pass emissions inspection under Federal Law. Hope that helps! Jim
