Fuel injectors in "91" Stealth twin turbo

I've replaced the fuel pump, filter, spark plugs.  Can't get the car to fire.  
Getting fuel to rail.  It fires when I remove some spark plugs and pour a little
gas in the cylinders, but firing without that help.  I've taken out the injectors
and made sure they all squirt properly.  Is there a fuse or relay somewhere I'm
missing and where is it?

I've taken them all out, cleaned them and made sure they squirting properly. There has to be something electrical making them not squirt. I'm just looking for that component that makes them open and close. Also, I took out the ecu for inspection but it looks in good order with no capacitor leakage.
