On these older cars you can still insert a small 1/2" hose just rotate it as you push it in and siphon water out, just push on the plate with a screw driver to hold plate away from hose to pull hose out otherwise it locks hose in place and can't pull it out or remove the fuel tank.

Siphoning will not get all of the water out. Siphon as much as you can get out and remove the fuel tank to drain the rest. Modern cars do not have a drain plug in the bottom of the fuel tank.

Your best option is to remove the tank. Not only will this get all of the unwanted fluid out, but it will allow you to physically see the interior condition of the tank. New tanks can be had for our Lincoln Mark VIIs for under $150.00US
