According to your sequence of events, you never actually replaced the starter having been sidetracked by the alternator and a broken belt...? Anyhoo, if the starter and starter relay is dead, it won't jump, but check the battery harness and starter connections and relay, something may have been hit by the belt when it went. A voltage drop test at the starter will let you know it's getting juice.

Take the belt back off and see if it will start. If it does, something is locked up that the belt runs such as the A/C compressor etc.
