Stuck throttle cable?

I was driving when suddenly I noticed my throttle was stuck. I shifted into
neutral and the RPMs quickly jumped to near redline before I shut the car off.
When I opened the hood, I noticed the throttle was stuck open, but only a tiny
bit. If the cable was stuck just barely open, wouldn't my RPMs have been
higher, but not at redline? What could be the issue in this scenario?

manually open and close the throttle plate make sure it is not stuck u might think its your cable but it could be the plate. if it is not the plate ur cable probably frayed and unwound inside the plastic shield simply get a new cable and run the new cable it is much easier than u think

There should be a Idle Air Control Valve on the throttle body that if there is bad wiring going to it and the circuit is broken, this could cause this condition. The IACV could be bad also. One other thing to check out would be the Throttle Positioning Sensor on the side of the throttle body. Auto Zone can test these items.

After cleaning the throttle body, idle control valve, and realizing the TPS would not cause the gas pedal return not to work, I found a fray loop on the end of the throttle pedal. This means there is a binding wire inside the cable. "coolsider" is correct, could well be just a frayed throttle cable.
