My 1999 dodge neon won't start

My 1999 dodge neon will turn over but not start, it
sounds like there's no spark, it also turns over
better when it's off the ground. Any ideas?

You need to set the motor up at TDC and check the timing marks,when you turn it over manually watch to see if the belt goes really slack.
