What causes Durango to Not Shift out of 1st

Just replaced water pump, and the jerking and not shifting
gears stopped for about a week. Now it's in safe mode,
stays in 1st gear and will rev up to above 3000 RPMs or
higher, can't go above 35 MPH
What's causing this, husband think's it's the transmission
going out.  Just bought vehicle 2 weeks ago and already
had to return to dealer after 3 day's for same problem,
thought fixing water pump would fix issue...did, but only
for a week.

The water pump has no relationship to the transmission working properly. It does sound like you have a bad transmission.
